I like the idea about calling the owner/landlord - that's a good step back from calling animal control and might still get their attention.
Of course, anything could backfire so who knows.
Who lets their yorkie wander? People steal them all the time AND they could get hurt by a larger animal . .
They, like you said, just don't care.
