I am sorry but this shocks me!

Rosie does not go outside by herself ever. Let alone run loose. Too many things can happen: an animal could get it, someone could steal it, it could be run over....do I need to keep going? Have you mentioned these things nicely to the owner? Maybe she doesn't realize how Yorkies are stolen all the time. What a sad situation. I am with horsnaround, I think you should adopt it.
