WOW, does his breeder REALLY thinks he's big ? I have one 15-17 pounds, and he is small to me ! haha

If its something then your boy is in the right size, and if something else then a little bit smaller then they should be.
Here in Iceland yorkies are around 8-10 pounds and that is considered a good heatlhy size.

Does his breeder breed teacups? just thinking :P
