A few things I've learned from training with our little guy... He'll pee anywhere, but he only poop in certain areas (like only where other dogs go). Maybe you could try taking Zeli to a different spot to go for a while. It's a bit of a pain, but that might help, and you'd probably only have to do it until she's trained. Also, I know it's sometimes really difficult, but until she's 100% trained, never take your eyes off her in the house. If you can't actually see her, she should be in the crate. I find that sometimes Ozzy would refuse treats after going, but I changed the treat to a different one and now he never refuses. Also, you might just have to give her some time to adjust.
