Yes sadly arthritis does occur. My Buster just turning 2 was diagnosed with arthritis in his front legs and luxating patella ( bad knees ) in his back. The Orthopedic Surgeon said to not let him jump on and off furniture (Right - still trying he has steps that he leaps by to jump down) The jumping down is hard on the front legs and jumping up the back. I give him glucosamine and chondroitin supplements to help. I would talk to your vet about it and if you can get a video of the walking to show the vet it might help with the diagnosis.
