I had one little puppy born like that. He looked like a little frog. He would pull with his front legs. And he would always be under all the other pups when nursing. I thought they were crushing him. I took him to the vet and she found nothing wrong at that time - she xrayed and his little joints were there and hip in place--he was just not using his back legs.
She suggested that I do exercises with his back legs 3 or 4 times a day- like bicycle pumping, moving his back legs. When the rest of the pups started crawling and standing, I would stand him on his feet and encourage him to stand. I would try and separate him from the others at times because he was always on the bottom. Then realized they were not doing that --he was crawling and digging under them.
Anyway it took him a long time-- almost 8 weeks to really start using his legs, at first the were wobbly and weaker but he ended up using them and became very strong in his legs. You could not tell he had had any problem at all by the time he was 12 weeks old.
I sold him to a loving home as a pet.
