The problem around here is that the price is too high, so people just don't license or take their dogs to the vet at all! Two examples of that at bf's house! Well now just one since one has since passed. But never went to the vet, never got shots other than puppy shots, no rabies, so no license, but of course, also never went to the park, out on walks, etc. Sad.
