Well, I think she's just excited and pees before she realizes she's doing something wrong. She's still a baby and learning. Tell her (gently) no, no and put her on the pad and tell her "good dog" just like you would if she peed anywhere else not on the pad. Fourteen weeks is still a very little baby!
