When the ears, face, and/or feet are involved, it is more likely to be food related (chicken is the #1 allergen in Yorkies), when there is a problem only with the muzzle, it's most likely the food/water bowls. It is possible she has both going on. Food allergies may take a month or more to resolve. They can also have allergies to dust mites (improvement on a fresh comforter?).
