Suzi is over 3 yrs old and still does that. Mainly when she and I are on the balcony and she sees a kitty.. This makes her cry because she cannot get to the cat! Anther thing that she does is carry around her favorite toy, a small squaky little frog, and tries to find a perfect hiding place, she whines and cries too.
