Default Potty Training Woes

I recently adopted Zeli (short for Zelda), 3 yrs., and have since decided it was, actually, something of a rescue. While the family I received her from didn't seem to be short on love & spoiling, Zeli was clearly not well-trained and hygiene was somewhat neglected. I've kept her on the food they gave her just to minimize the amount of change going on at once, but I don't think that agrees with her either and so will be changing with the next purchase ;(

But! The biggest problem is potty training. I was told of course that she is housetrained, which is very clearly not the case. (I theorize the issue is that she was surrounded by 7 other dogs at her previous home, and was less "housetrained" than emulating them all the time.) She seems to have NO idea that I expect her to GO when I take her outside. I have decided on the crating method, and she has no trouble holding it when in the crate for hours (overnight). Every morning, the first thing I do is take her out of the crate and go directly outside. Amazingly, she does nothing! [HOW can she not have to pee after being crated for 7-8 hours?!] I bring her inside and put her back in the crate while I get ready for the day, and then take her outside again. She does ... yep, nothing. It may be hours later, but she will eventually go in the house. Also, she does not poop regularly. For instance, she did not go at all yesterday, and has yet to go today. (She was just at the vet a week ago, and all is well.) On the 3 occasions when she has peed/pooped outside, I've dutifully praised her. I've even offered treats immediately after to let her know she has done well, and get this-- she refuses them! This is the only time she is not interested in a treat. Sometimes when I take her outside-- always to the same spot-- she will just lie down and refuse to get up. What am I doing wrong!?

Zeli is the sweetest little dog, and generally eager to please, but she just doesn't get it when it comes to potty training. I have searched these and other forums and am reaching my wit's end. Any help would be greatly appreciated!!
