I don't thin it's cruel, but ya it should be done in the right way without harming the pets or dogs. I have seen many people who puts clothes to their dogs especially in the winter season to protect them from a severe cold. After all they are yours responsibility and you have to save them from unusual pain or the disease. But some people use this act for just the decorative purpose to show others that such pets can look like "gorgeous". So it's ok, no harm in that, but do take care of them. Cheers
