I say teething. Jeds did the same. I tried the cottage cheese but he really didn't like it and wouldn't eat it. I trimmed the hair on the outer part of his ears and it helped but when the teething was over they perked back up. His would be one ear one day and maybe the next day it would be the other. Now both of them are up. I think they are cute when they have one flopped over one though.
