What I ended up doing was pouring water all over her to keep her cool and she eventually drank a little out of my hand. When we got home though she went straight for her water bowl and lapped it up. Maybe she doesn't like drinking in public....who knows but I have to figure out how to get her to drink more water in public when we are out.
I had the same problem with Max. He doesn't really drink water if we are at a park or if we are out somewhere walking. I've tried everything like you have, but I did actually find something that works (a little). Amazon.com: Pet Top Combo Portable Drinking...Amazon.com: Pet Top Combo Portable Drinking... It's not the best product in the world and it does leak all over the place, however if i hold it upside down, Max always comes over to it. He's probably curious what that orange thing is and he's able to take a couple of sips.
