I'm not pro or con sedatives. I think it depends on your dog, with your veterinarians approval, and testing done before the day of.

As for the shaking, you may want to consider the Thundershirt | The Best Dog Anxiety Treatment. It helps for storms and anxiety.
I have not needed to fly with my little ones yet but I think trying it out before the flight is great advice. This way if the reaction is not good you will have the time to figure out another solution. Giving it on the plane because the situation causes it could end up badly.
