One thing that I have found that works Very Well is to squirt them with the water hose when they start barking and/or growling and tell them NO as you are squirting them. Also I would deff call animal control as it is their dogs who are vicious and it is the responsibility of the owner of the vicious dog to have their dogs secured for everyones protection. It is Not Your responsibility to secure their dogs and their dogs WILL eventually go through that fence.
If you try to talk to the owners of the vicious dogs it will most likely not go in your favor as it is already obvious that they have created the vicious dogs by lack of training so they have proven to not be responsible owners by that fact alone. It is irresponsible owners such as they that give the bully breeds the bad rep they have & sadly not the dogs fault but the owners.
