I'm the opposite. I only use the puppia over the head harness. ZoE was able to wiggle herself out of the step-in version. I love the puppia harnesses! They make matching leashes too! I ... I mean ZoE, has quite a collection going. The latest addition to her collection is a black & white zebra harness & leash
