First of all you dont tie your dog up in a public place. Would you tie your kid up and leave them out there until you decided to come back out? I dont know if I would have taken the dog but I would definitely waited to let the owner know my opinion of her decision. always have a bag (puppy purse) with you so if a last min situation arises where you need to run in a store you will be prepared. Dont leave them outside , or in a car. Bad parenting.
