Yes, I agree. You can't allow him to jump up to kiss you and then expect him to know NOT to do that to strangers. It's not fair to punish him (including with water spray or a loud noise) for something that you not only allow at other times, but encourage.
A couple of options. As previously said, teach him that kissing is not okay. That is most easily accomplished by NEVER petting him or loving on him UNLESS he has all of his feet on the floor (or is sitting whichever you choose).
OR
Another choice. Teach him to kiss on command. Only allow kissing when you give the command.
OR
Babygate him away from your visitors.
OR
Put him on a leash when you have visitors so that you can keep him from jumping up.
OR
warn your visitors before they come in OR don't allow them in.
