Obviously, as many others have already posted, maybe it's just me that's confused...
Why is it you would even think about having her off-leash on a walk or in a park? Are these in areas where there is no leash law?
Maybe it's just where I live, but there is a leash law on my Township's Ordinance. I'd be seriously worried that if my dog was off-leash and approached a person or person's child, that she might be harmed or maced. I wouldn't think of letting her off-leash other than on fenced-in private property or a dog park where it was allowed.
