I think it depends... to me, someone putting a small dog in a bag and running into a store for a quick trip doesn't seem like a big deal, even if it's technically not allowed. But eating a restaurant where they are not allowed and there is food just seems wrong... it doesn't seem like it'd be fun for the dog, either, to be locked away in a purse anyways, they'd probably be happier at home...

I agree, it will be stressful for the baby
