You're right. It's such a powerless feeling because I KNOW in my heart that these are 2 people who should NEVER be allowed to own any animal. They don't take the responsibility seriously and they do not view it as a LIFETIME commitment they way you and I do. They can barely take care of themselves - let alone a defenseless innocent animal.
