Regardless, you are so right. He should learn from the past that he is just not able to take care of animals the way he should. And as for the $1000 he lost... GOOD (except for the fact that he just contributed to a puppy mill...bad) Serves the guy right!
I am almost positive that the shelter has that same policy ... where you must return the animal if you no longer want it. But Charley and Sandra said that if they were ever contacted, they would say the cat got out accidentally. There's no real "proof" other then hear-say.
