Use food. Wait until he has to go, put him on a leash and on the pad and give him a command to go. I use "be clean" in a directive voice. The minute he finishes pop a piece of delicious food in his mouth (I use a cube if white meat chicken). Praise lavishly. Before you know it he will be trying to pee for you any time he thinks there might be food. My trainer calls this being the slot machine.
