But when owners and breeders don't step up, control their dogs,ruin good breeds, that is one job only government can do when the public is being harmed in this way. I don't blame you for not blaming the dog - it is sure not their fault. They are completely vulnerable to humans who can't or won't do better. It breaks your heart to realize what is happening.
