I was just wanting help 'only' to make sure that I didnt get scammed by someone, Im not insulting the breed, ::SIGH'S::, I was told i was steppig on a landmine just by asking this question, I just want to make sure the dog is legit before I bought it, I really want her, Ive been waiting for her for a month and a half, I just want to make sure shes recognized by AKC regardless of what i do with her. And ive heard lots of discussion. It seems like everyone says something different, Just considering the above quote from AKC....Im just wanting someone to clear the confusion.

You haven't stepped on any toes. Don't even know why you would think that. Sounds like the breeder is being open and honest about the parti lines being in her pups. If you do not want the pie-bald gene in your future pups..walk away! It's that simple.
By all means...check out the YTCA breeders. But be forwarned...parti pups have popped up in a few of their litters as well.
But to answer your original question...the parti yorkie is indeed a pure bred yorkie and is registerable with the AKC.
