Hello Jen: I am sorry you are experience some challenges. When I purchased my yorkie she was 4 months and the way i trained her was each time she wanted to wee wee i would pick her up and take her to the Outs Training Pads. Yes there were times she did it on the floor but then i sprayed it down with the wee eliminator so she wouldn't go to the same spot. I did this as much as I could and now she only wee wee on the pad unless we are out of the house.

Have you tried training pads?
