Your situtation does sound potentially dangerous the way you described it. I'd at least recommend that you always keep her harnessed and leashed and double check that all is secure if you were to go out boating with her. Even with a life jacket, there would be a good chance that you are not paying attention to her 100% of the time. Also sounds like you should keep her locked up when pier side, to prevent her from accidentally falling... in which case even if she could swim, would she know how to get back on dock or in your boat???
