I just think it's a mental maturity thing. I've been through the typical housebreaking thing. Soiling in her crate, going outside for weeks on end then squating and going right in front of you. I think theres no getting around the fact that the pup has to see your displeasure if she has an accident IMMEDIATELY. Then they realize that this isn't what I'm suppose to be doing, like chewing on furniture, begging.
But to my suprise shes 18 months old and 100% housebroken. I never thought I'd see that day :0). So hang in there!
