Yes, it can take awhile. The Vet check needs to be done, and then I would guess/hope the Rescue does a Home Visit.
Also, you have to remember that the Rescue People at times have job's and families just like every one else and and do this as well.
I know with all the one's I have adopted the longest it ever took was about a month.
