I think they lady should be commended for being wise enough to know she can't handle both a puppy mill dog, with issues, and a new baby...and taking it to where it would stand a chance at being adopted.
As far as what will she do if her child has issues, well a child is not a dog and in an 'either/or' situation it's the dog that has to go. It may very well be a very difficult and heartbreaking situation for her but she made what she thought was a selfless decision in the best interest of the dog and her family.
All that being said, I could not abandon any of my dogs - issues or not - all of our past dogs died of old age with us but that doesn't mean everyone else has that same determination or ability.
