It just says at night, but the dog was not outside until the owners opened the door to the driveway it says, where they did not know the officer was. So, IMO, I don't think the owners should have any fault or responsibility in this.
Of course I want criminals apprehended, but they need to let people know they
will be on their property or something. Why wouldn't they want to know if there's a danger on the property before they enter it anyways? I'm not in law enforcement but I think some revisions are in order regardless.
