Has anyone been to see one (for their dogs)?

I am thinking about taking Lily to see one. She has always had white flakes on her back/body. Now, she also has like 15-20 red, pussy bumps on her privates and booty.

She bites at her booty and paws. She excessively itches her ears even though we clean them often (and de-hair them).

We've tried changing food, treats, special shampoos. Nothing has gotten rid of the bumps. So, I'm thinking maybe a specialist might be needed?
