It sounds like your dog is suffering and you are not doing all that you possibly can to get the very best diagnosis and treatment due to finances. That being the case, do the responsible thing for your little dog and get the baby to rescue and proper treatment. It sounds like you love him and want him to get well. Look at it through your little dog's eyes. If you were him, wouldn't you want the very best of diagnosis and treatment possible, no matter the cost? No matter how much you love the dog, you have to put its health before your love and let it have its best chance at life. The rescue people can get him the diagnosis and care needed and though it will hurt, you will be happier knowing you did the best you could for your baby.
