Is the pee pad just on the floor or inside a play pen area?
I covered the floor of a playpen with pee pads and put my puppy in there in the morning until she went pee, than I told her what a good girl she was a gave her a treat. The key is creating a situation where the puppy goes where you want it to, so you can praise & reward, and not giving them the option of going elsewhere. You do this a few times & they get the hint that if they go pee they get a a treat & get to come out to play.
