Sounds like your dog's actions are pretty normal for a Yorkie. The one thing you didn't mention is lots of praise and treats when he does it right -- that's very important.

I'm sure others will have different opinions, but you might have to confine Elvis in a smaller space or keep a better eye on him. If he goes off the pad you'll have to catch him and startle him and place him back on the pad. If he goes on the pad big treats and lots of praise. No punishment if he goes off the pad other than a brief startle and back on the pad. If you don't catch him in the act I would just ignore it.

Many owners find crate training the way to go. You might want to give that a try if other methods fail.

By the way, you may have to do this more often as Yorkie puppies have very small bladders.
