Default Am I training my Yorkie properly?

My husband and I purchased our first dog on Saturday and I was hoping I could get some insight and some questions answered.

We brought Elvis to the vet on Monday and the doctor gave us a schedule to stick to when training him to go to the bathroom. Our plan is to train him to go to the bathroom on a pee pad because he is too little to go outside right now and when he is old enough to go outside, we will be bringing him out there. However, I know it's only been two days but it seems like he hates the pee pad and wont go on it.

The schedule the vet gave us is:
7am - wake up & bring him to the pee pad. Wait until he goes pee. After he goes pee, let him eat and play for 25 mins and bring him back to the pee pad to pee again. Repeat procedure at 4:30pm and at 9pm.

My problem is that when I bring him on the pee pad he wont go! I can make him sit there for 20 minutes and he wont go but 5 minutes after I take him off of the pee pad he'll go. Is that normal? And also, how long is it normal to keep him on the pee pad if he hasn't gone after 5 minutes?

I don't know if I am giving this enough time, maybe I'm not, but any suggestions would be greatly appreciated.
