Thank you for the advice and I will keep him inside until at least 18 weeks. The dual potty training will have to cease for a little while. I am using the mini pee wee dog potty system which is much like the little rascal but much more appealing and easier to replace. He has been doing really good with it. And there isn't a stinch after use so its a win win for us.
Thank you once again for all your help and advice. We go to vet Friday for his next set of vaccines and my research has showed me that I just have to come prepared to let the doc know what he needs and doesn't.

Ahh Baby Nikko!!!
I can totally see where you're coming from with just putting him on the ground because it was just human response. And I know for a fact that you're not letting him run all around Pet Smart greeting all kinds of animals and picking up goodness knows what.
What I'm thinking is, especially since Nikko is a little bit younger, that (like a two year old) is simply pressing your buttons. If I remember correctly, you got Nikko younger then 12 weeks right? Well, right now I think he's testing the boundaries. I'm sure when he was with the breeders he had free reign, and now that he saw other people, and other pets he wanted to get down and investigate and you (in his eyes "big bad mommy) were preventing him.
Gizmo does this sometimes when he sees other dogs and I don't put him down to let him play with them.
