What I would do for mine and what I would tell somebody else to do are a bit different. I'd probably hold off awhile. It would be breaking the law though, so can't really recommend that (can get a letter from your vet to make this legal)..
A dog that isn't vaccinated for rabies, particularly without a vet letter, can really pose a problem. If by some slim chance your pup even play nips at somebody in the vet's office/pet store/on a walk (or even another animal), you would be fined and quarantine (with possible euthanasia) would probably happen. So IMO a dog that isn't vaccinated should stay home (which isn't very much fun and probably not too healthy for socialization, etc.).
