Poor little guy. Have you thought about childrens Zyrtec? I heard alot of people have good luck with that for doggies.
I would definitely never feed Iams. Out of all the "grocery store" brands, Iams is probably one of the last I would feed (besides maybe Kibbles n Bits or something).
