Go to File and select Export

On the window that pops up:
Kind: JPEG

Export

Next you select where you want to export the file to. I made an "exported pictures" file in my documents to put the photos, but the easiest thing to do is export them to your desktop.

Once you have exported the picture you can now use the upload feature here to post the picture. Make sure you choose the exported copy of the photo from its new location and not the photo from iPhotos.

If it says its still to big then change the "400" to something a little smaller.

Once you get the hang of it you can play around with the size and quality of the picture.
