I flew with my 7 lb puppy internationally. I got a soft travel crate for him... even when laying down his bag didn't really fit underneath the seat so it was sticking out a bit. The attendants didn't say anything about it though. Maybe guess as long as your willing to lose your leg space they won't really care.
