Yes, you are probably right -- that and I was also told of the rule that a maximum of two dogs are allowed per flight. I wondered why that is. I guess maybe it is because of allergies. Maybe if there are more than two, the filters which the cabin air circulates through, could not adequately take care of it? Just guessing on that. I did wonder why only 2 per flight and this is as good explanation as any I thought of.
