most will say that it could be allergies and I do agree with this for the most part but my toy poodle has been doing this since she was about 5 months old and she is 3, we have tried numerous things as in changing foods, giving her benedryl, talked to the vet about it etc and nothing has helped. She doesnt get sore or anything she just licks. I started to notice that she would do it right before she would go to sleep so for her I do beleive its a comfort thing that became a habit.
I certainly would look into seeing if she may be allgeric to something in her food or her enviroment first and talk to your vet but it may just be a habit.
