I'm thinking this is what you are meaning....? Or maybe post this in the breeders section if you think you have an issue of something different maybe they know.

Technically speaking in not so technical terms...pups have a looser "scruff" of skin on the back of their neck..but sometimes they have some "wrinkles" down their back they quickly grow into...hence mom's carry them by the scruff etc so it's a trait of evolution...

Some adult dog's maintain a decent amount of elasticity around the "scruff" back of neck...it is not advisable to hold, pick up etc a dog by the scruff...even though many people do including vets, trainers etc.(especially a Yorkie wit CT issues) the only time you should do so is in an absolute emergency as many dogs do not have the elasticity they did as a pup, it can hurt them.

Personally speaking I grabbed my BF's dog by the scruff in an emergency...she went for the neighbor's cat-I didn't see it in our yard so it was unexpected...she would not have stopped...she yelped, I was able to get her under the front legs after that and wrestle her back into the house (she was a very large Amer. Staff) she was obviously in pain over my having grabbed her scruff...
she wasn't horrible or unsocial with other animals BTW she never hurt a cat but she had rolled and terrified many in the back yard only and it was more than unpleasant to watch-my fear was some cat might have been brave enough to swipe her and I wasn't sure what she'd do...
