The disposable pee pee pads are usually something they end up dragging around..... esp when they are little. Have you considered the WASHABLE pee pads? (I will post a link for you on this thread of the YT vendor that sells them)
We have 3 Yorkies. One of them still a puppy. I have a collection of the washable pads that I wash about every other day. May I suggest if you try them to order 2 and then you can put one down while you wash the other.

There is also some spray that you can buy at Petsmart that you spray on the pad and it "attracts" the puppy to pee on the pad. It is in the house-breaking section by the pee pads at our Petsmart.
