I have to ask how is a cat owner irresponsible for allowing their cat to be a cat?

A free roaming animal? I'm not sure about everywhere else but here if you harm a cat in your own yard you are in violation of the law...you may scare the animal out, pick it up and remove it, but not harm it as that is how the "free roaming" part of the law is interpreted...of course its also not the fault of someone who has a dog that would kill a free roaming invader...

but I personally would hope people would put in the effort to socialize their dogs (Yorkie to GD) to not be social aggressive dogs, and of course as I said before on here my Elvis flips out the neighborhood cats...but I correct him, we're working on it...via the effort I put in.
