I would take your vet's advice and get a second opinion from an orthopedic vet. The bones in the ankle are so tiny plus circulation to the extremities isn't that great, healing may not take place. The best window for healing is in the beginning. The longer you wait, the less chance of healing. Sadly, we have had members who waited too long with broken legs that did not heal and that window of healing was missed. At that point, amputation was the only option.

Is it possible for your vet to send the xrays to the vet school for a consultaion? It's very easy to send digital xrays.
