I'm really confused about the whole USDA thing. Does it mean the breeder purposely applied to be licensed by the USDA, or does it mean they have been reported or something and had to be inspected? I can't believe a government agency (or maybe I can believe it) would have regulations that call for housing animals outside....even if you want to keep them in the house.....please someone help me understand this!! I found Pippa's people on the list-I already knew she was probably a puppy mill baby because my daughter's boyfriend bought her from a lady he met in a wal-mart parking lot. Pippa was a surprise (big surprise-he didn't even ask us if he could give her a puppy), so I was not involved in how she was obtained. It absolutely makes me sick to think about.... |
