No collars for leashes! Yorkies are prone to collapsed trachea, a deadly condition, so you don't want to put any pressure on the neck ever.
For potty training, keep in mind that your pup is very young and isn't fully physically developed. Some people have successfully trained their pups to pee and poop on command, but not every dog is able to do this. Just give her ample opportunity to potty in the correct place. She will eventually get onto a schedule, but she may never be able to do it on command. Again, she is very young, be patient but consistent. You are already ahead in potty training.
For leash walking (with a harness!), try having one person hold the leash and another person stand 10 -15 feet ahead and entice your pup to them. When she moves forward, even one step, praise her and encourage her to do more.
Praise profusely for good potty too.
